The spend cap

A spend cap is a maximum you are willing to spend in a period. It is on by default.
How it is enforced
Usage is rated every hour, not at the end of the month. A cap that is only checked when the invoice is produced is not a cap — by then the money is already spent. You are warned at 80% and refused new billable work at 100%.
What a breach stops
New sandboxes, new builds, new deployments. Your existing sites keep serving, and your data is untouched.
Reading your usage
The dashboard shows the current period's usage per dimension against your allowance. Because rating is hourly and cumulative, what you see is the period so far, not an estimate.
